Abu Dhabi plans December launch for Tamm 5.0 in AI-native government drive

The government services app has about 4.7 million users. Officials have outlined their ambitions for the update but have not named its new features.

Abu Dhabi’s Department of Government Enablement plans to launch Tamm 5.0 at GITEX Global in Dubai in December, Ruba Al Hassan, a director general at the department, told The National at the AI Everything summit on 6 October. The update forms part of the emirate’s effort to make its government services fully AI-native by 2027.

Tamm’s 4.7 million users await the update

The update is intended for an app already used by about 4.7 million people. Department of Government Enablement figures put growth at more than 1.5 million users over a year and show that about 90 per cent of Tamm transactions are finalised within a day. Those figures concern the existing service, rather than the performance of Tamm 5.0.

Al Hassan described the planned services as more intelligent, proactive and personalised. She said the next version should reduce the work involved for residents, businesses and visitors, while keeping the experience simple and trusted. In her account, the update advances a model in which government can take account of a person’s circumstances and anticipate what they need.

The National reported that the department had not revealed which parts of Tamm would change or what new services the version would introduce. Al Hassan called it a further step from digital government towards an AI-native one. For people using the app, the promised reduction in effort remains a description of the intended experience, rather than a named change to a particular transaction.

That distinction matters for a service handling routine dealings with government. Al Hassan spoke about people needing confidence that AI is used responsibly, transparently and with clear human accountability. The department is pursuing a more anticipatory service, according to her account, while also treating users’ trust as a condition for deploying it.

Tamm 4.0 already acts for users

The previous version provides a more concrete account of what acting on a user’s behalf can involve. Tamm 4.0 arrived at GITEX in October 2025 with AutoGov and the Tamm AI Assistant, tbreak reported. AutoGov handles recurring tasks according to a user’s preferences, including licence renewals, utility payments and routine healthcare appointments. The assistant can complete many services for users.

That release also included AI Vision and Smart Guide to help with scanning documents and submitting them step by step, alongside voice and translation features in Arabic and English. Personalised dashboards flag approaching deadlines. Tamm covered more than 1,100 services from over 90 public and private partners at the time, including Wio Bank and the Abu Dhabi Judicial Department.

Al Hassan’s description of Tamm 5.0 follows those existing functions: the app already offers help with submissions, prompts people about deadlines and can carry out some tasks for them. The department has presented the forthcoming version as another stage in that progression. It has not identified a new task that the version will perform.

GITEX Global runs from 7 to 11 December 2026. The event dates locate the planned introduction of Tamm 5.0, but the department has not given a schedule for when every new feature will reach users’ phones, according to tbreak. The distinction leaves the exhibition launch and the delivery of an updated service as separate steps.

AED 13 billion backs the 2027 goal

Tamm sits within the Abu Dhabi Government Digital Strategy 2025–2027, which commits AED 13 billion to the goal of making government services fully AI-native by 2027. The strategy further calls for sovereign cloud use throughout government and automation of every government process. Those ambitions extend beyond an app update to the systems on which public services run.

Al Hassan said the Department of Government Enablement remained focused on the 2027 goal. She identified data, infrastructure, digital services, workforce capability and governance as foundations for it, alongside individual AI applications. The department has also pursued the skills side of that programme: AI Affairs previously reported its AiNative training for government staff and the public.

Al Hassan said people need to be able to work with AI, challenge its outputs and make better decisions. She linked the reliability of government AI to transparent use and human accountability. Her emphasis places a task with the people operating and using these services, as well as with the systems designed to perform transactions for them.
