Azerbaijan signs SpaceXAI memorandum to explore Grok in public services

The parties will jointly assess AI applications across government institutions and prepare a roadmap covering pilots, technical demonstrations and stakeholder engagement. Each project requires a separate agreement.

Azerbaijan’s Ministry of Digital Development and Transport and SpaceXAI have signed a Memorandum of Understanding on artificial intelligence and related digital technologies, AZERTAC reported on 1 October. The agreement covers possible uses of SpaceXAI’s Grok models in public services and other priorities in Azerbaijan’s digital transformation. It extends across government institutions, although individual projects are to proceed under separate agreements.

Grok assessments span Azerbaijan’s government institutions

The memorandum gives the ministry and SpaceXAI a framework for examining where Grok-based systems might be used. The parties will assess applications together and consider extending successful uses across the public sector, according to AZERTAC. The stated aim is to make public services more accessible, efficient and of higher quality. Those are objectives of the cooperation, rather than results attributed to an existing deployment.

Its scope reaches beyond a single service or agency. Government institutions are covered by the joint assessment, while choices about specific projects sit with later agreements. That distinction matters for agencies considering a use of Grok: the memorandum sets a route for examining an application, and the parties have agreed that an individual implementation will have its own agreement.

The ministry places the cooperation alongside Azerbaijan’s Artificial Intelligence Strategy for 2025–2028 and its Action Plan for Accelerating Digital Development for 2026–2028. Both are named as objectives with which the memorandum aligns. SpaceXAI and the ministry have also agreed to exchange knowledge and experience, build local capacity and develop skills as part of their work on the country’s longer-term digital development goals.

Hasanov points to mygov and government operations

Deputy Minister Rashad Hasanov described a range of possible uses, from work inside government institutions to citizens’ access to services through mygov and the use of AI in national digital infrastructure, APA-Economics reported, citing the ministry. He said the memorandum would provide the framework for examining how SpaceXAI’s capabilities could serve those purposes. His examples identify areas for exploration, rather than a list of projects approved for implementation.

Hasanov said Azerbaijan had moved from discussing AI towards putting it into use. He described the selection of partners in terms of what they could contribute, and credited SpaceXAI with strong models and engineering capacity. Those assessments were his case for the cooperation. The work set out under the memorandum begins with considering applications and testing potential uses before any broader deployment of successful solutions.

The signing ceremony in Baku brought Hasanov together with a SpaceXAI delegation that included Dustin Yelinek, Head of Global Government Affairs and Latin America; Reem Sadek, Global Government Affairs and Market Development Lead for the Middle East, North Africa and Türkiye; and Neil Perkins, Head of Market Access, Global Government Affairs. Yelinek said SpaceXAI wanted to bring Grok into government use and help deliver faster, higher-quality services to citizens.

Separate agreements will govern SpaceXAI projects

The parties plan to prepare a roadmap covering pilot projects, technical demonstrations and engagement with relevant stakeholders. That sequence allows applications to be examined before the parties consider using successful solutions more widely. Each specific project is to be carried out under a separate agreement between the ministry and SpaceXAI, APA-Economics reported. The memorandum therefore establishes the cooperation across government, while project-level agreements remain the means for putting particular uses into practice.

The planned pilots and demonstrations concern proposed applications of Grok, rather than a single government-wide service. The parties have agreed to assess opportunities jointly across institutions and to consider wider use where a solution succeeds. Alongside that technical work, their cooperation includes developing local skills and sharing expertise.

For a particular deployment, the agreement between the parties will sit alongside the memorandum’s broader framework. The cooperation is to follow security measures and data-protection protocols, and the parties plan stakeholder engagement as part of the roadmap. The ministry and SpaceXAI have agreed that each specific project will be implemented under its own separate agreement.
