IBM and Yotta make sovereign AI agent platform available in India

The service pairs IBM’s agent-management software with Yotta’s Shakti Cloud, offering Indian organisations access through cloud regions in Panvel and Greater Noida.

IBM and Yotta Data Services made their Sovereign Agentic AI Platform generally available to Indian organisations on 29 September 2026, with access through Yotta’s Panvel and Greater Noida cloud regions, according to IBM’s announcement.

IBM watsonx Orchestrate manages the agents

IBM says watsonx Orchestrate provides the control plane for managing and governing AI agents across an organisation. Yotta supplies the cloud infrastructure on which it runs. The companies are offering a route from building agents to operating them within an Indian cloud environment, with each contributing a different part of the service.

The management layer is intended to let organisations secure and oversee agents as deployments grow, IBM says. ETTelecom described watsonx Orchestrate as the agentic control plane for secure management of those agents. The companies position the arrangement for organisations moving beyond experiments to production use.

Sandip Patel, Managing Director of IBM India and South Asia, said changing regulations had made digital sovereignty and open-source models more important to organisations expanding AI use. He said IBM and Yotta aimed to keep data, inference and governance controls anchored in India. Those are the controls the companies are placing at the centre of the offer, alongside the software for running agents.

Yotta’s Shakti Cloud supplies the infrastructure

Shakti Cloud supplies compute, GPU infrastructure, networking, security and operational services for the platform, according to IBM. Yotta’s contribution extends beyond hosting: Shakti Studio, its model-development and inference platform, lets organisations work with both open-source and proprietary models. IBM says customers can use it to explore models, fine-tune them and run them after deployment.

Sunil Gupta, Co-Founder, MD & CEO of Yotta Data Services, said organisations needed control over the infrastructure, models and inference used for AI, as well as their data. He described Shakti Cloud and Shakti Studio as Yotta’s contribution to that requirement, with IBM supplying enterprise AI and agent-management capabilities.

Yotta operates cloud regions at its data centre parks in Panvel, near Navi Mumbai, and Greater Noida, in the Delhi NCR area, IBM says. The company’s Shakti Cloud offering also includes AI workspaces, access to Nvidia NIM services and Kubernetes clusters with GPU resources. Those services sit alongside the agent platform rather than replacing IBM’s management software.

IBM and Yotta say organisations can use the platform for security operations, document processing and HR automation. General availability makes the service accessible, while those examples describe the work the companies intend it to support. IBM presents the Indian location of the cloud regions as part of its approach to keeping data, operations and governance controls within the country.

The launch adds an agent-focused offer to India’s cloud infrastructure market. AI Affairs previously reported Microsoft’s launch of a Hyderabad cloud region positioned as an AI hub for Asia and the Global South. IBM and Yotta’s announcement centres instead on combining agent-management software with Yotta’s Indian cloud and model tools.

For organisations selecting models through Shakti Studio, IBM says the platform supports exploration, fine-tuning, deployment and inference for open-source and proprietary options. For those deploying agents, watsonx Orchestrate supplies the management layer. The companies say the combined service is available through Yotta’s cloud regions in Panvel and Greater Noida.
