That gives the discussions a name and a stated subject. The incident channel is a separate agreement: WION reported that Washington and Beijing agreed to establish it specifically to address AI-related incidents.
The name was itself part of the leaders’ agreement. Trump and Xi agreed to use “Super Intelligence (SI)” in place of “artificial intelligence (AI)” for the relevant new technologies, Seoul Economic Daily reported from the White House fact sheet. The agreement concerns the language used by the two governments. Their arrangements for exchanging views and communicating about incidents remain distinct in the accounts of the summit.
Moneycontrol reported that the White House issued the fact sheet after Trump and Xi met. It described the incident channel as a means of direct contact between the countries and the dialogue as an exchange about advanced AI. The two arrangements give officials different reasons to speak: one concerns risks and benefits generally, while the other concerns an incident.
Trump had put the terminology on the summit agenda before the meeting. He said on social media that “Super Intelligence” would be a major topic, WION reported. The leaders’ subsequent agreement made that phrase the name of their bilateral dialogue. The White House also said the countries would use it when referring to the relevant technologies, rather than only as a title for the talks.
Bessent’s earlier talks on AI dangers
The agreement follows an earlier effort to establish contact between the governments. Treasury Secretary Scott Bessent said on 21 September that US and Chinese officials had agreed to set up discussions on AI dangers and communication protocols, Benzinga reported. AI Affairs reported Bessent’s confirmation of talks about a formal safety dialogue before the summit.
The White House announcement goes further than those preparatory discussions by naming the SI Dialogue and setting out an incident channel alongside it. Each has a different subject in the accounts of the agreement. Officials can exchange views on the benefits as well as the risks of AI through the dialogue. The additional channel is directed at incidents that call for communication between the two governments.
That narrower bilateral approach sits beside Trump’s opposition to a wider agreement. AI Affairs reported his rejection of an international agreement to manage AI risks. Trump and Xi set out their positions
Xi spoke about human control in remarks with Trump on 24 September. “We have both the capability and responsibility to develop and manage AI for good and ensure that the development of AI is always under human control and serves the well-being of the people,” he said, according to Benzinga. His remarks described a responsibility shared by the two countries, ahead of the agreement announced after their summit.
Trump had said AI would occupy a substantial place in the discussions. He also argued that existing Justice Department powers could address misuse without slowing development, Benzinga reported. In a social-media post on 24 September, he called the department his “guardrail”. His position on domestic oversight and the bilateral arrangements concern different decisions: one identifies the US authority he favours, while the other provides for contact with China.
At the UN General Assembly on 22 September, Trump said the United States would watch AI closely through the Department of Justice. Those remarks preceded the summit’s agreement on exchanges with China. Xi’s statement on human control likewise preceded the announcement. The White House account places the governments’ conversations about benefits and risks within the SI Dialogue, with incident communication handled through the additional channel.
